If you read the passage in Genesis carefully concerning the tower of Babel you'll discover that the real issue was one of defiance and pride. God had told humankind to scatter and fill the earth, but people organized themselves and decided that they wanted to build a monument to themselves -- a central unifying object -- they didn't want to scatter. Their action, and particularly the motivation behind it, was a sin -- and God judged it accordingly.

Mountains are different from towers. Man built the tower with the help of animals.
THE WHOLE EARTH HAD ONE LANGUAGE.
Man could communicate with every living creature on Earth at that time. All creation worked together. God knew what they were capable of and decided to delay until now what we could accomplish.

God wasn't scared that people were going to reach Heaven by building The tower of Babel. God punished mankind because they were too prideful and thought they were better than God.

It wasn't the issue of how tall it was, or that people would actually get to heaven with it.... it was the intent in the peoples minds and hearts that they could now do anything, and on their own without God. They could create their own Heaven.
It was mankind falling back into the same sin that got us kicked out of Eden....PRIDE

His bone of contention at that time was that they were on a failed persuit from the beginning - laying the first stone. They were going to build a building to heaven
by their own efforts. God left a lesson for all of us. What do you think it was? I think that answer would answer your question.
