HE ALSO HAS HAD A RUNNY NOSE. I HAVE BEEN TO SEVERAL VETS AND DONE NUMEROUS TESTS.
HE HAS BEEN ON ANTI BIOTICS AND STEROIDS BUT NOTHING WORKS FOR VERY LONG. HELP!

No smoking in the house.
Be sure to vacuum often.
Dust the house regularly.
Do not use harsh chemicals on the floors, furniture, dog bed, anytihng he is in contact with.
Stop using fabric softener for a month, some dogs are actually allergic.
Consider buying an air freshener.
Change the filter in the Furnace/Central AIr.
What shampoo are you using to bath him with?
Perfumes/colognes can be an agitant.
Its just like having a child, think of all the things that could possibly affect him and through trial and error, eliminate the chances.

And on the other side, some dogs are just prone to that. I have a puggle, which will always have a congestion problem, due to the breed. We have to try to keep everything around her at a minimum, to make it easier for her.

If you have mold in your house your dog may be susceptible to that. Mold can affect dogs just like humans. Mold can cause a number of reactions, and can also hide everywhere. As far as the congestion is concerned you may want to try a vaporizer to loosen him up. I know it isn't much but I hope it helps a bit. Do check on the mold because it can do alot of damage. How about allergies? There are certainly medications that your dog can be placed on if it has allergies. Maybe you need a second opinion! Why not give it a try? What could it hurt? Good luck!
