Ok Reckless, you are in the classic situation here. What you need is to find a way to do something quietly dazzling to get his attention away from her and onto you. Now what can that be? Hmmmm. OK, try this: find out some of the things he really likes (foods, sports, music, etc). Then think of a tiny thing you could give him from one of those categories (for example, if he loves P-nut M&Ms, buy him a little bag). Give him this tiny thing and tell him you know he likes them. When he says ("how do you know that?")...and he will, trust me....just laugh and say "Oh, I know a lot about you that you don't know about yourself". That will get him to wondering, and when he tries to talk to you about it, just say you can't talk about it now, maybe later. That will get him to ask you out and the rest, girlfriend, is up to you! Whew. I'm tired. Your love life is wearing me out!!

Firstly, you and David are friends right? Why would he decline to go out with you for no particular reason at all? Second, does he even like the other girl or is he simply enjoying her company? Take some courage and do ask him out.. Say that you wanted to see a film or something and you are looking for a companion. That way he cannot suspect anything fishy..
If he did went out with you, ask him if he likes the other girl.. Be prepared for his answer and simply accept whatever his decision is.. If he's not interested, lucky you then ask him if there's a particular girl he's interested in! Make sure that this would appear like a casual conversation.
Hang out with him more. If you really wanted to tell him what you feel but is not able to voice it out, then do it through writing.. Write a letter, email him or YM him.. Add that you will accept whatever his decision is and say that you still wanted to be his friend.. Sounds corny? It works..

dont judge what you do by what you think other people would think about it. Do what you want to do, so go ahead and ask him out. if she finds out dont worry about what she says. tell her "I am just living my life and doing what I want to do and you have no right to do anything about it" however if she is his boyfriend just explain that you didnt know that.
