Kind of a common problem. It could be an infection -- seeing a doctor is a good idea. You could also just have excess bacteria buildup down there. On top of washing with warm water (and a mild soap if any), try a lotion like Man1 Man Oil with vitamin A in it.

you need to pull the fore skin back and scrubb that bad sucker until there no more film around it and do it every day and put on clean underwear to good luck and if that don't work make a doctor appointment good luck
