if you heard it ring once at 12:15, you would have to wait for the 12:30, 12:45, 1:00, 1:15, 1:30, and finally at 1:45 you would be sure that it could not chime a single chime anymore.

therefore, 1 hour and 15 minutes would be the correct answer (or 1hr, 14 min, and 59 sec if you wanna be picky)

Count the times you hear the clock chime, at 15 min. intervals. If you hear it all the time you will be able to tell. Waiting an hour would be the time you would have to wait to know the correct time.
