After you go through the academy first and get certified on firearms, taser, OC pepper spray, expandable baton and handcuff techniques THEN you can carry them. Usually the department you hire on with will supply all the equipment you will need except for a back-up firearm.

After you are hired by a department and graduate the police academy the department normally supplies you everything you will need.
Of course not all do, some departments require you supply certain supplies.
In general as a officer, I carried a officers bag to hold my supplies, (that I bought) I always carried 2 or 3 extra handcuffs, and I bought a very nice hand cuff key instead of the small standard type.
I also bought a better grade protective vest than the one furnished and also bought a much better flashlight.
And I had to buy a back up gun if I wanted to carry one

Everything MITRE#136 said, that is everything you will need. You may want to upgrade your handheld walkie because it's bulky, and get an earpiece so guys who have been arrested several times, and know the codes, dont overhear whats coming back on them. That runs about 70.00 dollars.
As far as an asp, Get the new 26" winchester collapseable baton, they are very very nice. I have one :) . Those are about $100.00 dollars. But you should always have a standard wood baton, which I also have. Diamondwood, or Bloodwood are good. Diamondwood should cost about $50.00 dollars. They are guaranteed not to break.
Boots is all preference, I have original swat, they are comfy. Those are about $100.00 dollars.
The reasoning for a collapseable is because they dont get in the way if you have to run after a suspect. The reason you will always want a wood if you know your gonna be using it, is becasue you can do a jab with a wood, a collapseable will collapse.

1 handcuff key to carry with your patrol car keys as spare
1 long handcuff key to carry in your shirt pocket
radio, pager and or cell phone will uually be supplied by department
