Just the FIRST letter is capitalized, i.e.: Very truly yours, Or - Respectfully submitted, Depends on to whom you are sending the letter. Work on your grammar before you send the letter. Your putting your words in the wrong places.

You have bigger things to worry about like Grammar.
It is that way because it is the beginning of a sentence. Like every other sentence written in english, the first letter is capitalized.

Because, in essence, it is the beginning of a sentence, albeit a mini one, and all begin with a capital letter. It makes the letter more professional and formal and is "SOP"....standard operating procedure for all business letters. I strongly suggest you use 'spell-check' for spelling & garmatical assistance before you finish, mail and send this (and all) document.
