If you are asking why police do not stirke, it is because it is against the law for people with certain jobs, usually those regarding public safety to go on strike.

In the 80's the air traffic controllers went on strike. Thank goodness we had someone like Reagan in office who fired every one of them. By striking, they put people at risk, and affect the economy of the nation.

I think you are asking why the police can not go out on strike. It is the law in most states because it would be difficult to replace them while they are on strike and that would put the public in danger. Labor laws frequently give the public safety sector advantages because they can't strike.
