According to edmunds.com for the 2006 Corolla S, the WL and WZ accessories are the same MSRP of $59.

WZ Alloy Wheel Locks - REQUIRES option SS.
WL Alloy Wheel Locks - REQUIRES option VP.

VP = Extra Value Package #1
Includes cruise control, steering wheel mounted cruise controls, power windows with driver's side 1-touch down, remote keyless entry, color keyed rear spoiler and alloy wheels.

SS = Alloy Wheels
Includes flared 5-spoke 15" alloy wheels. NOT AVAILABLE with SP, VP.

As far as I can tell, both the EV and SS add the same 15" alloy wheels, so there really shouldn't be a difference between the WL and WZ options. I just went through the "Build and Price your Toyota" link on the US Toyota Corolla website for the Corolla S, with an EV option package, and both the WL and WZ came up as available accessories.

The packages sometimes have different names for the same things, and I believe that was one of them (so I don't think there's a difference). Call the dealer to make sure.
