I don't know what it's like where you live, but here we have alot of senior dances and such. Also a senior center. She isn't really a 'senior' yet, but lots of different ages of people go to those dances. That might be a start. Or a book club or something. Does she think of herself as 'too old' to go to a club or bar? If not, I'd try that first. Just depends on how outgoing or willing she is. Online dating can be dangerous, but so can every kind of dating.

no online dating! you run the risk of meeting scam artists, etc., etc.
good for you friend- i hope i'm as frisky as her when i'm 50! ^_^
anyway, why don't you two go on a cruise or on a trip to the beach? plenty of opportunities at sea! if that's not in the budget, try going to a club geared to your age group. if you don't live in a big city where those kinds of clubs are, you two could always hang around a fishing shop and innocently ask about the best lures to use (hee hee)... or how about a class reunion? surely that cute old man's wife has kicked the bucket already... (what a tragedy...not!)

Go to the bar! It sounds like a bad place but for many it is a haven. You don't need to pick up a drunk and you don't need to get drunk either. But the bar can be a fun place. Try a country bar something like that where there is music and dancing and a little bit of alcohol can never hurt, even one drink can help to loosen up your friend to meet new people!
