I've never been to San Francisco, but I am a professional musician, and the only advice I can offer would be for you to check your major music stores. They may not necessarily stock Chinese string instruments, but they might be able to at least refer you to some place that does.

The Wikipedia article you included the link to refers to Wu Man, who lives in San Diego. You could write to her for some leads.

You might even have to order such an instrument online, simply because it's so relatively uncommon in North America.
