Given the number of persons who live in NY and FL (for example) who could easily vote twice, is a national registry a good idea?

Would it be unconstitutional? Would it create any hardships or disadvantages for voters?

Would it be unconstitutional?
Good question. I never thought about it.
Article 1, Section 4 of the constitution states: The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.
I guess that could allow congress to establish a national registry.

Would it create any hardships or disadvantages for voters?
I don't see how it would be a hardship for anyone who was not attempting to vote in more than one place.
