If you like art, go to a gallery. If you like movies, go to a video store or theater. For your age group, a casual dinning establishment like Applebee's that has a small bar where you can sit and mingle with other patrons and the employees is a good place. A great site is mypeopleconnection.com, which has a lot of events in many different cities, such as Los Angeles and Washington, DC. Also try meetup.com. If you went to college, check to see if there's an alumni association in your city. Also try professional groups if you're employed in something like law or engineering.

Only you know if friends are important to you. I'm guessing yes otherwise you wouldn't ask.
Strike up conversations with people who share similar interests with you.
Chit chat with your new co-workers, fellow students, and/or neighbors. If nothing else they can direct you to interesting places in your new city.

Join a church and/or some clubs. Get involved in volunteer activities such as Meals on Wheels, Habitat for Humanity, etc. You can get very lonely if you don't have at least one good friend.

Dude you just gotta get out there. Clubs clubs clubs. You like to mountain bike hit the local group ride. Join a golf or softball league. Make a point to meet your nieghbors. Folow your intersets and get involded in stuff. You we meet people.
