i highly recommend Microsoft's Digital Image Suite 2006 - it's got everything you need in a photo-editing program. i have at least 3 more different software in my pc but this is the best!

WHile Photoshop is the industry standard and the bst, it is also $650.
However, Photoshop Elements 4 is under $100, and it is very good.
Corel Paint Shop Pro X is also under $100 and very good.
Both of these have a bit of a learning curve for the beginner, but have lots of capability for growing and learning a lot of new things.
A new one out, PhotoImpact 11, is quite impressive, and appears to have a more user-friendly interface, and is designed to more simply do a lot of different kinds of images. I would recommend checking it out ... it has a free trial, as do the others above. It is also under $100.

Adobe Photoshop. Make real great stuff. You can buy it at www.adobe.com or there is one exactly like that is free. It's called gimp.

that depends on what you want to do. if you want to touch up/ manipulate photos then photoshop is the best.

For photo editing I use the program from google, Picasa, very good and free! You can get it from here:
