I'm looking to purchase either CorelDRAW Graphics Suite X3 or Corel's Painter IX. Which one would be better suited for creating graphics and designs for shirt company? Why?

Corel Draw graphics suite would probably be best suited for your needs and purposes, particularly because it is a vector drawing program.

Corel Painter is a wonderful program and lots of fun ... but for the purposes you state, I think CorelDraw is more appropriate.

You can download trials of both and work with them a bit to get a feel for them to help you make the decision.
