I would say that you need a staff of at minimum of 12. For a small restaurant (10-15 tables)

6 for waitstaff (You want back ups for call offs)

4 in the Kitchen (2 Cooks, Saute cook, prep guy)

1 Manager

1 Hostess.

If you have a bar...you'll need a bartender too.

I am not including an owner in that original number.

It largely depends on the type of restaurant. If a family style cafe, you need at least two-to three waitresses/waiters on each shift, a couple of cooks, a dishwasher, cashier, someone to do the preparation work, such as salads, pies, etc. and someone to clean and a darn good bookkeeper. This would cover a small restaurant. Be sure to plan on these people for each shift of 8 hours, with the bookkeeper being a daily position. There is alot more than employees to deal with in opening a business, are you sure you are ready? Make sure you have enough cash to see you through for at least the first 3-4 months plus for your taxes and wages. It takes awhile to establish clientele.

I think that you have to look at how big is your restaurant. How many tables, hours of operations, type of menu, kitchen space, atmosphere you are going for and are you serving alcohol or not (only beer & wine or full bar). All this isimportant because it will determine how many waiters, cooks, bartenders if needed, food runners, bussers, management and so fortrh. I can't tell you exactly how many people but each waiter in a busy restaurant should be able to handle at leas 5 tables, provided that you havea food runner and a busser. Also are you as an owner will be there to work as everybody else, that will help alot specially at the beggining when it is slow. You as an owner should now all the operations and specially the menu in case you get busy you can rush to the kitchen and help out.
Well good luck in your endeavor ...

Depending on the size of the restaurant.
1 cook, 1 help cook, 2 waitresses, and 1 busboy.
