It was built during the Byzantine Empire for the Caliph by craftsmen from Constantinople. It has an interesting history that Wiki describes http://en.wikipedia.org/wiki/Dome_of_the_Rock

As wiki points out also, some people confuse the Dome of the Rock for the Al-Aqsa Masjid, which has the true importance in religious history.

It was Pepsi sponsored and was built for the 1978 wolrd expo fair of religions

All I know is that it was built roughly fifty years after Mohammed died. So around 700 A.D. ? I don't know completely.
