The AKC will not give you the papers unless they are properly transferred to you by the registered owner. It is perfectly legal to sell a registered dog without papers, unless you were promised them in a written contract. Sorry - you're out of luck.

I'm not sure, but I don't think the tattoo will help you much in you getting her AKC papers. Tattoos are usually done by a vet as an identification in case the dog gets lost or stolen. My dog has a tattoo in her ear and she is a mixed breed. I had her name tattooed in her ear. SPCA's also tattoo an N in the ear to show they have been altered.
The owner probably didn't give you the papers because she does not want you to breed and register puppies. Trying to go behind his/her back and get the papers, is very disrespectful. And, in order to have the AKC papers transferred into your name, the original owner needs to sign them. So, more than likely, you are out of luck. And really, AKC papers don't mean a whole lot nowadays. Just a piece of paper saying your dog is purebred...and even still , alot of people falsify papers and register mixed breeds as purebreds.

Maybe they won't give them to you because you don't have the right to breed the dog? Part of a contract? Dog not paid for in full? Not bought from legal owner?
My best guess is you won't get them without something from the registered owner.... ?
Are you sure the tatto is for breed registration? Almost all vets tattoo a dog's ear for ID, free of charge, when they spay or neuter. It helps the humane societies track down the vet, and thereby track the owner.

You can't. It makes no difference if the dog has a tattoo. If the owner did not give you papers or a application for registration, you are out of luck. Nothing you can do. End of story.

That is probably the breeder's particular tattoo so other breeders know who she is. I'm not sure you can use that to obtain papers unless you paid for the dog. If you did and the dog is registered, you can contact the organization the dog is supposed to be registered with and tell them the breeder's name and about the price paid and the tattoo. Then there may be something you can do. Good Luck to you.

With her oringinal owner having the papers, it is currently saying that they own the dog; not you. If you have a billl of sale or what ever to proove that you now own the dog it will help.

you, unfortunately are out of luck, unless you were promised papers and now cant get them you have no recourse. if they promised you papers and now wont give them to you you can go to the court and sue them for the papers. and the hassles, but if you didnt have a written contract that says they promised papers you still may be out of luck.
