If they are resident aliens (in the USA), they should file for passport renewal, as appropriate with the country that issued the passport. For Brits, I recall that being the embassy in Washington.
The permit to re-enter would be a US issued document - if that's expired, I'd check with the INS, or whatever they're called now.

okay, first of all, is it their alien resident card that has expired? if so you can go to www.uscis.gov and file the form (I-90) to get an appointment to get a new one.
If it is the passport that you need to get renewed you need to go to your parents country's consulate and do what they want you to do to renew the passports.
If they have been in the country a sufficient amount of time ( 5 years I think) they can apply for citizenship and then get an American passport.

They will be deported and not allowed to reenter due to the violation. They will need to go back and be petitioned by you. It also depends on how long they've been here.

you need to know for sure what is expire.....if it is a passport itself.... then you need to apply to their embassy for a new passport (but they need to apply, if they can not do it themselves, you may need a doctors note)..... if they are resident aliens, we can not tell you which form to use for their passports unless we know which country they are from.... b/c they can only apply for passports from their own home country.... not US passports....
if it is their green card, you need to reapply for one.... that requires for I-90
