Well if you mean, they're telling you they love you but really you don't know the person, tell them that they cannot possibly love you since they don't know you, and you cannot possibly love them since you don't know them.
If it's someone you've been with a long time, just sit them down. Say, "You know, I really do care about you, but I just don't know how I feel about you anymore. I'm feeling a distance between us and I don't feel emotionally connected to you anymore. I can't see how this is going to work out."
If it's someone you are dating and want to continue to date, but you just don't love them yet, say, "I really care about you and I want to keep getting to know you. I don't feel I'm at a stage where I can say I love you because I don't feel I know you as well as I would like to."

Don't tell them you don't love them, just tell them I want to end this relationship because I need more freedom and I am not having the feelings I should have for you that you deserve.

Sit them down and just tell them in a nice way that you just don't feel the way they feel about you. Do expect the person to be upset.

I think it should be easy. I don't know why you would need to be vulgar.
Just come out and tell them. Be simple and honest and understand that whatever great way you come up with to tell them, there is probably no way to do it w/out hurting his/her feelings. Just be as sweet as possible.

it depends.. you do you live with them? do you still have sexual relations with them? (STOP THAT) start backing away from them.. slowly or just come right out and tell them..
