You have to go up the 'chain of command'
Have your parents to write a letter to the principal, stating everything that has happened.
If no reply, you can go up further. If you skip anyone in the chain, the next person up will tell you just to go back down.
In the letter, ask if what the teacher is doing is following the schools policy for teacher code of conduct.
Do NOT talk to anyone at school about this. ALWAYS do everything in writing!!!

My mother tells a story from her school days. Maybe it is appropriate for now too.
In my mother's school, when a teacher was popular, the students gave her a "shower" with chewing gum. They showered him/her with sticks of gum to show they liked him/her.
There was a very unpopular teacher whom no one liked. So the students decided to give her a gum shower and to throw the gum at her body very hard, to hurt her.Like to tell her they didn't like her. My mother participated.
This teacher was so not expecting anyone to care about her that when the gum shower was over and they had really pelleted her, she was crying. It was then that the students realized she was not crying coz of pain, she thought they finally liked her, and she was overcome with joy to get a gum shower.
After that, she was a much sweeter teacher.
Maybe your teacher has a hard life. Make it your business to let her know you care about her.Maybe you could say, "I hope if you ever have anything hard in your life that you feel you need to share, that you share it with ME, coz I care."
You might be surprised at what happens.

I hope you're not my student!
Just kidding. Remember, teachers are people too, and they are usually doing their best to help students succeed. If she really is that bad, then she shouldn't be a teacher. But most likely, you are distorting her words/actions to the way you see them.
