Check to see if the county you live in has a web site. Most of those have recreation leagues you can get info on the website.

If you are in North Dallas like your name says, I would call the Dallas North Soccer Association at 972- 480-8860 and they can certainly give you a lot more info than you would find here.
Just keep in mind that youth soccer is a pretty expensive sport the older you get. At age 4 it should be pretty reasonable, though.

Call the elementary school in your district or the Y. Usually the prices range from free to $150 a season, at least here in TX the kids enjoy sports and it is a good idea to get them in early.

First of course you will pay, unless there is some sort of community thing in your area to help with costs. I haven't heard of any pee wee football leagues. But there is AYSO website- (http://soccer.org/) - that offers soccer. IT is relatively cheap, because it is made of volunteers. It is a great way to make new friends and build team work in young kids.

mom's usually do pay for that, i paid around 137 for the year for my two daughters to join soccer. i did a fundraiser buy out so i don't have to get stuck selling fundraisers and then get stuck with those fundraisers i didn't sell. i would contact the school and i am sure someone knows someone to call someone else to get you hooked up.
congrats on wanting your son in sports, he will love it plus it's great socialization skills.

~~~ you could try to call your local elementrary school, or your local Parks and Recreation. They should be in your phone book under community services. Also there are programs that sponsor young children to get them started financially,,just depends on your income. I used to coach little leauge soccar,,,it was alot of fun watching the little ones run around on the field,,,mostly they dont play for score,,,its to learn the fundimentals of the game for the first two years,,,,Have fun,,,,:)
contact your local park districts or the YMCA . The youth atheletic league also is someone to talk to.
Parents always are taken in the pocket $$ book for their little darlings sporting things.
Around here (central Tx) ....it's always advertised in the local paper. Sign-ups are either held in the local school or one of the churches.
Your best bet to find out the info you need is to ask around. I'm sure someone at your local elementary school would be able to help you out .
The best to ya!! ;)
