You can't in NJ or any other state -- unless you report to the Police/DMV that the car in question was involved in a crime.

first of al were you involovedd in a hit and run or veichularr aciddent?? if nothing here applies, too you if you werent in a accident hit run, there is no way around itt unless, you have a damn good friend at the police stations or pay them of$$ seeking a lawyer on it might help but you just cant go into finding this informatioon out its strick dmv policy all states!

If yoou are will to pay you can go through seach engines. If someone did you wrong go to the law. In Jersey I have other answers but just keep it legal. A private eye can help also a lawyer.
