Cooking is the process used to kill harmful bacteria. Yes meat is expensive next time try freezing your meat and thawing it the night before you plan on eating it. Otherwise it is best to use meat in the next few days after purchase unless it is processed then preservatives are added to make it last longer, however this is usually worse in the long term for your health.

Yes if you still can. Stick your finger down your throat and throw it up! Don't ever eat anything that looks or smells suspicious again. In the future, you can cook meat ahead of time and heat it up or make cold sandwiches out of it. It will last longer.

But biologically speaking expelling bad food by vomiting is good, but vomiting on a regular basis is bad for you.

Honey, bad meat should not be eaten in the first place! That is what causes food bourne diseases (or food poisoning.) Trust me, I studied this in school. Meat is very expensive I know, but then go vegan! It's better than contaminating yourself with that crap.
