Im sorry to tell u this and I know others will agree but what he's saying is that he's really not that in to u and that he's exploring other options such as dating other people. Do yourself a favor and let him go. If he was the right person for u, he would never have let YOU go, Deep down u know that this is true.

That means that he is currently dating/sleeping with someone else and that he isn't ready to give that up just yet. Basically, he wants to have his cake and eat it too. He is just telling you enough to keep you hanging around.
