if your so shy, find out her digits and call her. thats a easier way of getting to know someone. then agree to meet somewhere public like for coffee or just dessert.

You sound relatively young. Does she see you and smile? Is she approachable? (looks like you could just go up to her and talk without her being offended or upset?)

Just kind of hang around where she hangs around. If you are in school yet, is it possible for you to eat at the same table with her at the cafeteria? Are you in some of the same classes? Do you both go to school dances? If so, you have lots of chances to connect with her.

If there is a lot of eye contact, you have a very good chance of talking to her without her turning you down. Make a comment about a mutual friend or colleague, make it somewhat positive. If you know some of her interests, make a comment about that or ask how she is doing with a particular project. Smile.

As you become more comfortable talking to her, things will progress. If you are too shy to ask her to a dance, just show up and if she isn't with someone and she's just chilling with her girl friends, ask her to dance, or just talk to her.
