I've tried Windex and that doesn't work, do you have any advise?

Use toothpaste. Small drop, then massage it in. It's an adhesive.

toothpaste is great

but a better solution is to go to an auto parts start and buy some plastic polish. Mother's Plastic Polish works great! It's about 6 dollars a bottle, but it will do probably 2 thousand dvds since you only use a small drop

You can try one of those resurfacing kits like the GameDoctor, they cost around $30 at Best Buy or game stores like EB3. Gamestop etc.

Also, try a cleaning kit on your DVD player- the skipping might be due to dust or particles on the laser lens...

Your dvd is either corrupted or has scratchs.

Buy a new one or try cleaning it with some chemical that does not harms your dvd more.
