I wish you had mentioned where you live so I can be sure to never visit that part of the country or world. I have never come across that phenomenon. Usually,I have found that people respond to a smile or a friendly word or gesture in kind. Unless one becomes pushy and doesn't pick up on the signals that another isn't in the mood to interact. Then the nicest people can get a bit nasty. Stay friendly and nice,if you remain true to you own nature and don't let the world turn you bitter,you will like yourself more in the long run.

Don't worry so much about it. niceness is good. Many people will take advantage of you but many people will appreciate the niceness. What you have to do is draw a line. Be nice like you are, but learn to notice when someone is taking advantage of you. Or if they are being rude, don't shoot back. Just say "well sorry to hear about that" or "I'm sorry, I was just trying to be nice. Or "I was just interested" Depending on what you were trying to say. But don't say that all mean and snappy. Just say it just as nice and hopefully they will be a bit calmer. maybe even say sorry to you. The whole deal is to just make it seem you believe it to be your fault. that you caused them to be mean. Even if you weren't. It ends things instead of looks like a confrontation.
Don't stop being nice, the world needs people like that!
