i had a cocatiel named Sam and he did this alot too!! I noticed he mostly did it when he was excited or trying to figure something out, at least thats why I think... Whenever i would start whistling a new song or talking to him saying the same thing (trying to make him talk back to me) he would start bobbing his head like that and try and mimic me i always thought it was really cute and funny... he sometimes did it when the Andy Griffith Show came on cause thats the song he learned to whistle... but it never came off to me as an angry or bad action =)

Head bobbing means a lot of things. If he's feeling aggressive, he'll probably also ruffle up his feathers really high, hunch down and stomp around.
If there's a lot of neck "crunching", he may be trying to bring food up for you. It's the highest compliment between birds. He's giving you food. If he's doing this, he will probably also hold his wings out from his sides, sort of "curled" toward his chest, so that it looks like he has a big chest, and he'll also probably make a whispery/whimpery noise, like a puppy.
He may also like the music that's playing, and he may be excited by the number of people or level of activity in the room. He may want your attention.

Unless I'm mistaken, he is giving you the "bird". Head bobbing is a sign of aggression.

Sign of aggression, but it can also be wanting attention. Birds are like little kids, they figure out what makes you look at them and they keep doing it!
