In my humble opinion, if you want to splash some paint on a canvas just to soothe your soul, no skill is required.
But if you want to paint objects and give them the appearance of weight and mass, or want to give the impression of something that a viewer can identify, then yes you definitely need drawing skills. You will also need to learn other basics such as composition, perspective, value, proportion... skills that are much more quickly and easily learned through drawing than painting.
Why would anyone skip the most basic step - the foundation that builds ALL other visual art skills? You run the risk of cheating yourself out of years of learning and growing, and exchanging them for years of frustration and stagnation.

No. I mean being able to draw on the canvas before you start painting helps... but I am a much better painter than I am at drawing.
Besides it does not really matter if you are good so long as you find enjoyment in doing it.

I would say yes in the sense that knowing how to draw means having control of the line, an expressive line and a sense of proportion and space Without these basic skills it will be very hard to paint anything, not even abstract pieces.

I think you should learn how to draw if you want to paint it helps with composition and solving problems that arise while painting. All great artist paionters were great at drawing like picasso and da vinci. But it does not mean that you have to learn one before you learn the other, by practicing drawing and painting you will get better at both.
good luck

Was this just asked in Spanish? No, it isn't necessary to be able to draw to do oil painting. But it sure does help.
