If someone masturbated during the daytime and did not have the chance to wash the body and pray. Should he have to pray the (Salah) which they missed in that day when they get themselves clean and washed up?

You must perform the Salah once you get washed just like when you miss salah during sleep.
And it's better to avoid masturbation especially if you can't wash fast.

Well, it is a sin to masturbate. If you masterbate and did not have the chance to wash the body then you should do Taimam. Taimam can be done with sand or nothing.
When you miss a prayer, it is mandatory for a Muslim to make it up.

Yes , make up all of the missed salah and inorder to do that you must be clean

You do not need to clean up to Carry a loaded back pack into a crowed place...its a one way trip

I read an article about Guantanimo camps. One of the interrigators was a woman who would use red ink on her hands and tell Muslim captives that it was blood from her mentral cycle. She would rub it on their necks, and they would FREAK because "Allah wouldn't recognize them if they were unclean."
So, based on that I would say cleanliness during prayer is important.
