It Depends very much on What kind of shape you are in. Take a good look at yourself.
Are you obese? Skinny? Attractive? Very Young? very old? plain? Normal? or just plain ugly.
The country I'm in currently would not care, (France)
however being partially dressed instead of topless, naked or fully dressed, might draw some attention.
A human body can be quite attractive, and it can also be quite nauseating to look at, And If you happen to be a cross dresser, humorously stupid.
I would probably say nothing. But you can be sure that most people in the U.S. would be making on the spot opinions about your character, your morality, and possibly also your upbringing.

If you are over 18 and with a good body, i'd say great!
If you are under 18, i would say put some clothes on
If you are over 18 but with a poor body, i would say get to the gym!

I'm originally from Europe and as you probably know a naked body is not such a big deal there... I need to meet more people like you here.

great question but it would depend. If you were dressed and had them on under your clothes or just the bra and panties.
And may i say women stop haten on other women, you know if you had it you wouldn't mind showing it off!

Depends on the event and how attractive you are.
If it wasn't appropriate at that time, I'd probably say you have a problem. If I didn't find you attractive, I'd probably point you out to others around me. If I found you attractive, I'd probably point you out to others around me and hope you didn't catch me checking you out.
