Yep, but the real question is - can you do it SAFELY? I think it will spin your car around, and this is what cops do to perform pivot turns. I could be wrong, though! :)

The 'EMERGENCY' BRAKE, is actually a cable brake, like on a bicycle. It provides a safety backup system in the event that your regular brakes fail due to the brake lines being cut by an object on the road for example.
This Emergency brake is attached only to the rear brakes and so you would manually apply it like a bicycle brake. The vehicle takes a long time to stop using this method. The front brakes do about 75% of the braking when applying the service brake (regular brake), and this service brake works with brake fluid pumped through the brake lines along with an electronic component to make it more effective.
This EMERGENCY BRAKE is also a PARKING BRAKE (to stop your car from rolling if it jumps out of gear when parked for example) and to protect your transmission too I might add.
This EMERGENCY BRAKE is also a HAND BRAKE to keep you from rolling back when stopped at a red light or stop sign on a hill.
It would be a great idea for you to practice using the EMERGENCY BRAKE in a safe place so that you understand how it works BEFORE you HAVE to use it..............

It is a parking brake! It only operates the rear brakes and it will not stop you because there is very little weight on the rear when stopping. I have tried in a safe area and the tires just slid and the car did not seem to slow much at all. If the brakes are bad on your car, get them fixed. If you have a brake failure, do not exceed 5 mph and get off the road as soon as possible. Find a safe place and try for yourself. I was only going about 5 mph and almost lost control. Hold up the parking brake release if you try so you can release the brake fast if things go wrong.

Yes. But it is a mechanical brake and only works on the back two wheels. You have to push really hard on the brake pedal or pull very hard if yours has a brake handle. The stopping distance is much greater.

Yes, but why would you? Secondly, make sure that it is an emergency brake and not just a parking brake. There is a difference, but they look the same from the drivers seat.

if you so happen to have to use the e-brake and pull the lever too fast your wheels will lock up and your car would power skid to the point where you dont really have any control over the car(unless you know what you are doing)
but yes ... if your brake pedal happened to malfunction you could use the e-brake to stop the car

You CAN use the e/brake, but it will not stop you as quickly as the regular brakes.
The odds are extremely large against that ever happening, as your brake system has two separate hydraulic systems, each one actuating two wheels, so the likely hood of both systems failing at the same time are slim and none.

if your brakes go out then yes you could use the parking brake to stop the car since it's mechanical but you would do it slowly, and be careful you don't lose control. it will take MUCH longer to stop though.

Yes you can. That is what it is there for.
This is what cops do to make those turns but they also turn the wheel in order to do them.
If you are going straight and put the emergency break on at a constant speed (not just jerking/slamming it on) you should be fine.

you should use it if u are really in trouble to stop the car in case of a danger... but its hard to control the car after it. because its connected with rear wheels and when the rear wheels are locked, the car starts to slide its back.. you should move the steering wheel opposite of where the car goes. but u must do it in a short times as seconds. if u are a skilled driver u save the car of go out of the way... if u re not, u really need to be luck... i wish u didn't have to use it as this
