I am president of a new motorcycle club and the National Club is asking me to report Charter Meeting Minutes

Do you mean Chapter meeting minutes? If so your national organization wants to know the goings on of your "local" club. The Secretary of your club is to report the "minutes" of each meeting, probably per your national organization's bylaws.

Minute are a written record of what was done at a meeting. It is usually made by the secretary of the organization. In your case the 'charter' is probably your local club.

Your local club is a charter. If/when you have meetings, take notes and send them along to the national club so they know what you're up to.
