my metabolism is very high. im afraid if i eat a lot more food than i usually do ill just get fatter but my arms will still be skinny. what are the chances of that hapening (considering i workout with dumbells every few days)

It all depends on how much you are working out. Your muscles will grow when they need to in order to survive - if they are living the easy life (low exercise), they will stay soft. If they are having trouble (you workout often enough to make them sore) they will build themselves.

You do need to eat a certain amount (of protein, especially) to help your muscles grow. But if you eat too much, that extra energy will have nowhere else to go but your tummy.

if you want bigger arms you should eat more protein and workout
but dont just workout your arms instead do a variety of excersices
also you should try using barbells and resistance bands because, if you keep using dumbells and only dumbells, your body will become used to using dumbells and after a while you'll stop seeing results

I was skinny and started doing a lot of pushups/curls/shoulder work/chinups. 3 sets of each every other day and pretty heavy weights (what you can do 6-8 of) to gain size. Your appetite will adjust and you will eat more. Don't force the food in.

BTW my arms got to look real good, in fact made my legs look skinny.

If you eat a proper diet, lean meat, lots of raw fruits and veggies. you will build muscle., not fat. Work out at the gym or find some on line excercise program to get in to. Stay away from fast food joints and the junk food at the grocers.

eating more will have nothing to do with bigger arms. to get bigger bi/tri you got to do curls then push ups and any other exercises for your arms. and if it works you will look like Popeye. Just try to do a complete workout and your bis and tris will come. every body isn't going to look like Arnold

Gaining weight would make your arms bigger with fat, not muscle. The only way to get muscle in your arms is to do weight training.

Unless you exercise those muscles, if you eat more you will get fat in places you don't want to be. Do exercises specific to what you want to accomplish.
