Agree with all the suggestions-- except tearing down and replacing-- however, that might be an option if these suggestions don't work.
So, the group mind are saying-- stop the scraping-- sand any rough places-- paint with primer -- then paint with color. If the wall is plaster (and it might very well be)-- you have the answer. If the wall is sheetrock-- the answer is still the same.
Good luck

You aren't suppose to be able to remove paint from sheetrock. If your house is that ols the walls are probably plaster and the same applies. You need to scrape what you can prime and paint again. Or just tear it down and start over. Be careful for asbestos though.

You could try a sander. If the house is that old you might be dealing with plaster and not sheet rock at all. Be careful because in a house that old there is going to be lead based paint under the current paint. If it is in dead sheet rock you may just want to have it replaced all together.

First you have to find out if the paint has lead in it. If so, a professional is needed, because lead paint will make you sick. If the paint is OK, you can get a hot-air blower and warm the area to scrape a small section at a time. VERY time consuming, but effective. Be sure to get a respirator, too. Good Luck!

dont know why u would want to try and remove paint from sheetrock....it is not going to work..the only reason i can think of why u want to remove it is because the old paint is lead based....and if thats the case u need to remove the sheetrock......just paint over it or remove the base boards and install a 1/4 sheetrock over it.......

Are you sure it's not plaster? Why don't you just paint over it? Plaster or sheet rock isn't designed to be scraped to remove paint. Try sanding.
Have a great day!!!
