I know one thing for certain: US Customs can and often does if the flight went through US airspace.

No. Perhaps if you are some kind of Govt. official they would give it to you. Even before 911 the airlines would not give out information about people on flights. Its a privacy issue. The same way a hotel would not tell you who is in room 2314 if you ask them.

They officially do not give a passenger list to anyone. But there are always other ways which u can use if u know what I mean.
