Other than checking electric devices, which was a great suggestion, unsheilded magnetic devices (i.e. speakers) could cause this. If this is recent, there may be a business near you even affecting this. TVs are slightly less sensitive to this due to better sheilding.

Well Id bet you anything your video heads are dirty so buy a video head cleaners or you can clean them manualy by opening your vcr (by unscrewing it) and getting some white spirits and a cloth with a silky texture and very gently wiping them down
if you dont know what your video heads are they are unmissable they are two LARGE round pieces of metal the piece your going to need to clean are two tiny pieces of led on the outside of the circle but it would be way way more clever to use a head cleaner if you dont know what your doing all though manual cleaning is relatively safe either this or their is a wire insufficiantly plugged in in the back most likely a skart lead or its not properly tuned in to your tv or it could just be the video your using but if you want a simple life id convert to dvd you can now get them really really cheap anyways i hope this helps soo c ya

Clean the video/audio heads by using commercially (dry type) available VCR cleaning tapes

Beat the crap out of them both with a hammer. They won't bother you any more then and go and buy a new one-they are cheap as chips these days. Anyway, thats how I deal with malfunctioning electrical products.
