I think that there is a high plain in Tibet.
If you meant plane, it is the existential plane, which is one level above conscious thought.

One cannot really achieve it. The fullness of the Spiritual is a gift of God. Everlasting life is a gift of God and not by works lest anyone boast. Pride comes before a fall. God resist the proud and gives grace to the humble.
Spiritual & everlasting rewards come from works springing from the everlasting. Faith, Hope & Love are everlasting. Faith, Hope & Love are a gift from God.

People can't achieve spiritual plains because they are dead in their sins (Ephesians 2:1-2).
Romans 6:23, "For the wages of sin is death, but the free gift of God is eternal life in Christ Jesus our Lord."
Romans 10:9, "that if you confess with your mouth Jesus as Lord, and believe in your heart that God raised Him from the dead, you will be saved"
Ephesians 1:13-14, "In Him, you also, after listening to the message of truth, the gospel of your salvation--having also believed, you were sealed in Him with the Holy Spirit of promise, who is given as a pledge of our inheritance, with a view to the redemption of God's own possession, to the praise of His glory."

If you are speaking about that which can be attained while living I think that it would be realization of the God self.
If you are speaking of the spirit life I don't think that anyone living actually knows this.
As for the how part, the term most often used is realize. I assume that realize means realize, Or come to understand the truth of.
