You can put them on before. they aren't going to melt. The chocolate may melt, but the candy shell won't melt. I promise! I've made many many cookies in my life.

If you wait until they are coming out of the oven you won't have enough time to place all of your candies. I would put them on before they go into the oven...they're only going to bake for 8-10 minutes anyway.

You can put them on before you put them in the oven, but be aware the heat will often cause the m&m's to crack open slightly during baking. they will not stick on after baking unless you use some kind of icing as glue.

The M&M's must be pushed into the tops of the cookies prior baking them. After you bake them, they will not stick.
