The dog has also been licking himself every time he urinates. He acts as though he won't continue walking until he does lick himself.
The other thing is he has been neutered, but yet he had enlarged testicular area with tenderness to area and would not move. Are these related or coincidences.

You've apparently taken him to a vet since you know that his liver function is askew. Did the vet tell you about his kidney function? The liver function could possibly indicate that he has ingested a toxin of some kind, but it could also indicate cancer.
How long has he been exhibiting these symptoms? How old is he? Did the vet take any radiographs? Any blood in the dogs urine...any vomiting...any diarrhea? Are his gums pale? Are the whites of his eyes yellowish? We really need more information. I hope the vet makes a diagnoses soon.

Not sure about the liver number but once my dog had the testicle problem you describe and tenderness and hurt when he sat etc. Come to find out he was lifting his legs on the wild rose bushes outside our yard when he took a pee. He got his testicles scratched then they became infected. Take him back to your vet if he is still in pain. There should be something they can do. They put our dog on antibiotics...did the trick.

Get him to the vet. Has he been neutered recently? If so there might be a stitch still there causing trouble or some other underlying factor, but I would reccomend getting him to the vet.

take him back to the vet it might be infected from the inside
