Why is he barking? Do you put him out at night and he wants to be inside? Or is he barking at something specific (people, other dogs or animals) from inside the house?
First of all, tire him out as much as possible during the day. Lots of fetch, walks, interaction inside etc (owners can always use a bit more excercise, too :-)). The less he sleeps in the day, the more he will at night.
Then try bringing him inside, in your room if he barks because he is lonely or into another one if he is barking at things he hears. Use a noisy fan, window AC unit, or a white noise generator to block out outside noises that would set him off.
When he does bark, acknowledge him (not scold) and then, if he continues to bark, say "no" and turn away (continued barking can earn a squirt of water to the face from a spray bottle). Don't pet or play with your dog to distract him from barking if you are trying to sleep, this could be interpreted as reward for barking, only reward when he does not bark.
It will probably take quite awhile (and some sleepless nights) to get this to work since he is so used to barking all the time, so be patient. You should probably talk to your neighbors and tell them that you are trying to retrain him, so that they know you are making an effort.
Please try really training your dog before you resort to things like shock collars, which usually only confuse your dog and make him more distrustful.

I learned something on the computer , how to teach your dog to stop barking! It works!!!!
First you have to teach your dog to bark!! When ever you give him the signal with your hand (what ever you chose) and say bark at the same time, if he barks, immediately give him a treat! Do this for 10 minutes until the dog gets it!
Now since he knows how to bark, give your dog the signal with y our hand (what ever you chose) and say Quiet at the same time, if he's quiet, immediately give him a treat! Now of course your dog will think he's supposed to bark, but the minute he's not barking, give him the treat and pet and praise and hug and say good dog!!! Once he stops barking you give him the treat and say quiet, good dog!
After he gets it about 10 minutes or longer, teach him both say, bark! when he does, treat. Say quiet, when he does, give him treat!
It really works, be patient!

Ok the only real way to get a dog to stop barking all night is to either let it hump a pillow, let it lick some chocolate or suck on a soft boiled egg. I suggest the latter.

I know this sounds kind of mean, but maybe putting a nozle around his nose and mouth may help. Just make sure he gets water and food before you put it on. I used to have a dog and she barked all of the time too (beagle).

Go here for an awesome dog training program http://OnlineDogTraining.enle.info/?4h0G
Since it is obvious that you do not have a clue about obedience training, your services should be for free. You cannot train even an adult dog for 8 hours a day. About the most that can be done at any one time is 10 - 20 minutes and that is with an adult dog and not a puppy. The attention span on this baby is extremely short and training session should be no more than 10 minutes and twice a day. Additionally, there isn t going to be much learned if you will only be training for 5 days. Obedience training is cumulative and is done over a much longer period of at least several weeks to several months.
What you can charge is determined by your experience, reputation, and accomplishments and in a case like this, should also include guaranteed expectations. Just working with dogs over several years, is not the experience that is necessary to be a dog trainer. There are too many people who are putting that title to their name and fleecing the public. Don t be one of them.

everytime he barks at night, beat the crap out of him. eventually he will be conditioned that barking outside when it is dark equals a painful beating ...problem solved.
oh, mask yourself and make sure the dog is trained ...you don't want the dog to be able to attack you or know that is you.
