ive never heard, but i'll take a guess:

when u call someone "kansas city", you're kind of being mean and insinuating they are from hick town... like clark kent, when lois would make fun of him coming from the country farms in kansas to a big city.

and saying "i'm the new Berlin wall" i'm guessing Berlin...that is the wall that separated East and West Germany, and they finally tore it down awhile back...... so this guy is saying he's strong enough to BE a separating force between something.

i think the person who quoted it must aresident of china.or agreat admirer of the bezing wall.the person means to say that he is like a strong and stout wall.he thinks himself an epitome of strength.
he is japan's president.
