I would have thought so. It hardly seems like a casual "see you again soon," although 'expect' is a bit strong. It means they wouldn't be displeased if they did meet you again, rather than, "Right, see you next Tuesday then."

It's a courteous thing to say. It doesn't necessarily mean they want to. Sort of like the cashiers in the grocery store who asks how you're doing.

Most likely when someone tells you that, it means that you have caught their eye and they want some way to see you again.

yes i guess so. i would never say same thing if i really dont want to see u again. "soon" emphasizes it all the more... there's urgency in it which means he really wants to meet u again.
