We stare into a man's eyes for 2 reasons. 1) to get him to notice us / flirt or 2) because it's polite to look at someone especially if there is also a conversation going on at the same time as the staring is happening.
Either than that, it is probably nothing.

I know all about this people say it is no big deal but it is she is trying to see you and you need to make a move what you do is keep staring back at you and it may feel akward (ive done it before so trust me) but just do it and the moment she breaks eye contact (not you or it ruined) kiss or if you are not ready just ask her out and it is almost guarenteed to work trust me it has worked for me and has never failed!!!!!!!!!!!!

Eye contact is a big thing in the whole flirting ritual. She may be flirting and trying to look into your soul or maybe she sees something in your eye - like a contact!

She has to really like you. Because eye contact that deep is a really intimate thing. You just don't do something like that easily. I have been told once its like looking into someone's soul. So she could be really into you and see what you are all about.
