Take her to the vet IMMEDEATELY (sp?) Be careful though cause it could have rabies or distemper or having a seizure or might have a brain tumor.

Well I suggest that you take your dog to the vet right away because if your dog seems jumpy and is always alert then it might be very sick and the foam it could be having a seizer and won't stop whining it could be hurt somewhere. Inspect your god thouroghly to see if it has a thorn or something stuck in it's paw or somewhere but do go to the vet ASAP!

Go tot he vet IMMEDIATLY!!! Something is very wrong. The foaming of the mouth may indicate Sezures or possibly Rabies.

Definitely sounds like poisoning, previous or oncoming seizures, as well.
Try to calm the dog down, and leash him/her, then take the dog to the vet immediately.
