I don't see a problem getting drunk and then kissing someone.
Whether they will want to date you later is a question for them.
I recall getting a great smooch from a hot babe, in a nice pub one St. Patrick's Day.
But I never hit her up for her telephone number or mistook the kiss as anything more that what it was.
Besides, alcohol lowers inhibitions, so I know it was more of a beer-inspired kiss than my good looks!!!
;-)

Not enough information to tell if she likes youHave you guys just been pretending that nothing happened? If things are weird and you've been avoiding each other, I'd say she doesn't like you, or doesn't want to like you. Maybe she doesn't even remember. Try asking, "You remember that time we got drunk and made out...?" Watch her and see if she has a reaction. No matter what, continue with, "Sorry about that. It was my fault." The ball's in her court after that. If she says, "I don't want to talk about it." That could mean she's not interested, she's embarrassed, or she's confused. Either way, I wouldn't push it further. On the other hand, if she says, "It's cool, just forget it," or something off-handed and forgiving like that, it could go any way, so you'll just have to wait and see. Best case scenario, she straight up tells you what she thought. If she doesn't and you're really dying to know, ask her what she thought of it. Say it was your first time (if it was), and ask her if it was her first time (if she doesn't seem weirded out), ask how it was. Of course, do this only if it seems like something you could say to her. You know her better after all.

When people get drunk and start kissing "dating" isnt exactly what you need to be worried about them wanting to do with you. Usually it is something a little more physical they are looking for. After you do that.......they might want to date you.....but I wouldnt worry about most guys after a one nightstand....its usually the girls that want to date the guy afterward.

"I was drunk" is about the lamest excuse you can ever offer for doing something stupid. Think about what you're really saying: "I deliberately put significant quantities of a poisonous fluid in my body with the intent of losing control of my actions so that I might be absolved from responsibility for them. Neener, neener, you can't be mad at me for what I did, because I wasn't capable of rational thought when I did it!"
If you want to kiss the person, kiss him/her and be done with it. But only if you'd also be willing to do it sober.

Stop that.
Drinking and kissing is funny, but why put yourself in a situation where a horny guy could get the wrong message.
