Did you mean?
Mentally retarded
Mental retardation (also called mental handicap[1] and, as defined by the UK Mental Health Act 1983, mental impairment and severe mental impairment[2]) is a term for a pattern of persistently slow learning of basic motor and language skills ("milestones") during childhood, and a significantly below-normal global intellectual capacity as an adult. One common criterion for diagnosis of mental retardation is a tested intelligence quotient (IQ) of 70 or below.
People with mental retardation are people who are usually described as having developmental disabilities.

Our mind is in constant motion, from the past to the future, reviving old memories, comparing, contemplating, movement of thoughts, coming and going. This has nothing to do with reality. Its all in the mind, in thoughts. However we get carried away by our thoughts, we consider this the reality, we get involved with our thoughts, we become our thoughts. We start judging, we start living a make belief life, we want things, people and circumstances to be as we would like them to be and we don't see them as they actually are. This is the reason for our mental tiredness, or stress or strain or ... whatever we may like to call it. But if we are alert and aware of our thoughts, the movement of our mind, if we are able to understand how our thoughts come and go, how our mind operates in the realm of the past, in the world of memories then we do not get carried away. If we are able to remain in this choiceless awareness of our mind, without judgement without getting involved then we do not expend energy in the otherwise inevitable conflict and do not get mentally tired.
