Opinion:
I think he was being cool at first. The last part sound more like an excuse so... It's kind of like he was sweetening this with the first part. He's never rude though! Very nice always.
About the expression: "Echando los perros". This is literally translated as "throwing the dogs", but it means "hitting on someone" as in "wanting to have a relationship with them". So, don't let anybody else confuse you!
And God! What is with Spanish writers and punctuation?! Oh! And tell your friend the verb HACER (as in HAGO) is with and "H". That was a huge grammar mistake. If it where a catch of mine, that mistake would've lost him some points! ;)

"te estoy echando los perros": the definition I know of that is to flirt in a very direct way.......well, not direct a better word to describe it is obvious, what he says after "me matan si lo hago" I think is a word play meaning that he doesnt know how to flirt or maybe his family wont allow him.

I think it translates like this:

Like, i think the phrase "echar los perros" was to throw to the dogs, so like to tell someone off or set them in their place. So i thought he was like saying, dont think im being mean (about the next part) when he says that he doesn't really want a relationship. Like, he's being nice and saying youre beautiful and stuff, but he doesn't want you to get the wrong impression.. it's a kind of confusing letter, but thats what i got from it. =)
