The photo should be matter finish and you need photo oils...transparent colors. If you can sepia tone the print first, that is best. Mix the colors to the right hue and apply with a cotton swab or tiny paintbrush. It is fairly easy if you are a good colorist. Best bet is to buy a photo oil kit and follow the directions. The introduction of giclee's makes for even more impressive results, using regular acrylics.

You can add color with a brush or cotton swab using acrylics, dies, oil colors or select masking and toning, for the last one the photo must be well washed and free of chemicals.

picasa is a Google's photo software. It's what should've come with your camera.

It can Edit , organise and Share you picture and small video flips.

It's very easy to use and is free, just like Google
